DCAP, otherwise known as the Driving Clean Assistance Program, is a state funded program that helps low income families finance the purchase of clean air vehicles.

What Options Does DCAP Offer?
Clean Cars 4 All
- Also known as Scrap and Replace
- Aims to remove polluting vehicles and replace them with clean air vehicles
- Turning in an eligible gas vehicle can provide up to $12,000 in funds to use on a clean air vehicle purchase
- Eligible Gas Vehicles must be:
- Gasoline or diesel-powered
- Light or medium duty vehicles under 10,000lbs gross weight
- Able to pass a functionality test
- Issued with a title under the applicants name
- Documents such as repair receipts, insurance, etc. can replace a missing title
- Provided with two years proof of operation
- Eligible Gas Vehicles must be:
Financing Assistance
- Grant funds available to $7,500
- $7,000 for a plug-in Hybrid Electric Vehicle
- $7,500 for a new / used Battery Electric Vehicle or Fuel Cell Electric Vehicle
General Program Details
- Both programs provide down-payment assistance in the form of upfront grants
- Payments are made directly to the dealerships and do not need to be repaid by applicants
- Both programs are paired with a $2,000 charging incentive
- Can be used towards the purchase of a level 2 EV charger to install at your home
- Can be used towards a charge card for public charging stations
Financing also Available
- Loans of up to $45,000 can be provided
- Interest rate capped at 8%
- The maximum loan term is for 72 months (6 years)
Qualifications to Apply
- Applicants must be:
- Within income limits
- California residents
- Individuals with an ITIN or AB60 license are eligible
- Applicants are prioritized if:
- They live in specifically identified communities
- Applicants must:
- Complete a Financial Counseling session after applying in order to move forward with the program
- Provide required documents
- Tax Return Transcript
- Bank Statements
- Valid CA Driver’s License
- Valid vehicle title and registration (if scrapping a vehicle)
